Instead of those uninvolved in playing the lottery (ie, not stakeholders) deciding payouts, stakeholders should be able to participate in decision-making on lottery payoffs.

As in the division of the payout among players?

The argument iis that decisions should be made by stakeholders who are involved in the consequences - so by extension, the people who play the lottery, since they have a stake, should decide what to do with the money. Make sense?
