Use planning legislation (e.g. section 106) to require new housing and business developments to be near existing public transport and to encourage sustainable travel by requiring investment in the above objectives.
It just makes sense!
Stop building in green field sites a long way from places of work. It leads to unnecessary commuting. It reduces sustainable environmentally friendly meadows, farm land etc. Use brown field sites wherever possible and make them into new communities
