This scheme was launched by Dr.Jason Azzopardi in 2012 ; during PL administration was not reactivated .This scheme was intended to control rent of fields which tenants were and are suballocating to farmers who do not have enough land to cultivate themselves.This gave rise to CORRUPTION. Tenants pass on the lands department 2.33eu per tumolo yearly when they fork out more than 150eu. LOOKING FORWARD FOR PN GOVERNMENT TO REMEDY THIS ANOMALY and tenancy is passed to persons who are tilling land.
I suggest a further step: farmers who have land in emphytheusis or qbiela should be allowed to redeem it so that it becomes theirs by right.
