Malta is small enough to place all government departments into one big building. this would free up lot of prime sites that can be used more effectively. Also by having all in one easier to manage costs/effectiveness. Also to try and make way for more online services and to avoid as much as possible the visiting to the departments. This will in turn also reduce the man power needed.
Gathering the client-facing departments in one facility should be enough to improve the service for the general public.
