The government should use the free roof space of the buildings in Industrial Estates to install PV cells. The Energy generated will be supplied to the companies pro-rata, based on the no. of people they employ or the building footprint. Utility costs are still a burden for companies that set up in Malta compared to east europe for example. With the current schemes, payback to install PVs is still long (more than 3 yrs) and, as a result, many foreign companies opt out of the private investment
